In an interview with a Voice of Vietnam reporter on the Lunar New Year 2023, Cuong said the army has participated in and proposed initiatives at regional and global defense cooperation forums, especially within the framework of the Association of Southeast Asian Nations (ASEAN); successfully organized defense friendship exchanges and Vietnam international defense exhibition; and actively participated in defense diplomacy and UN peacekeeping activities.

Senior Lieutenant General Cuong outlined tasks in 2023, saying: "Improve the quality of building an army strong in politics as a basis for improving the overall quality and combat power. Logistics, engineering, finance, planning and investment, military science, legal and judicial mechanisms and inspection will be deployed comprehensively in the army. Defense industry will be developed to meet the requirements of army building in the new situation. International integration and defense diplomacy will be intensified under the motto of "active, proactive, steadfast, flexible and effective", contributing to the protection of national security.”
