Vietnam, Russia issue a joint statement on deepening comprehensive strategic partnership

(VOVWORLD) - Vietnamese President To Lam and Russian President Vladimir Putin held talks in Hanoi on Thursday following a grand welcome ceremony. This was the first direct talk between the two Presidents while holding their new positions.

During the talks, the two leaders agreed on major directions and measures to further strengthen the Vietnam-Russia comprehensive strategic partnership. The two sides agreed to boost ties on the basis of mutual trust, equality, mutual benefit, and non-interference into each other’s internal affairs and on the foundation of fundamental principles of the UN Charter and international law.

They  agreed not to join any alliance with a third party to take actions that are harmful to each other's independence, sovereignty, territorial integrity and fundamental interests, and not to resist any third party. They agreed to actively contribute to peace, stability, and development in the region and the world.

They agreed to strengthen political trust through enhancing exchanges of delegations at all levels, particularly the highest level and promote cooperation mechanisms through the channels of the Party, State, government, National Assembly, ministries, sectors, localities and young generation exchanges.

The two sides will effectively hold early negotiations to upgrade the Vietnam-Eurasian Free Trade Agreement and address difficulties caused by fluctuations of the world economy in order to enhance bilateral trade and investment ties.

The two countries will improve the efficiency of key projects in energy, oil and gas, and to create favorable conditions for their businesses to expand their investment and operation in each other’s territories in line with the two countries’ laws as well as international law.

They agreed to study the expansion of research on new energy sources, clean energy, green transition, and sustainable development.

They expressed hope to boost cooperation in national defense and security and coping with non-traditional security threats in line with international law and practices, while contributing to peace and security in the region and the world.

Vietnam and Russia agreed to create conditions for their citizens to live, study, and work in each other’s respective country and to serve as a bridge of friendship between the two countries.

Vietnam and Russia both supported the building of a democratic, equal, transparent system of international relations based on international law and the UN Charter. They agree to support an equitable, non-separable Asia-Pacific regional structure based on international law.

They agreed to promote economic connectivity at APEC, G20, with Asia-European economic cooperation. Vietnam welcomes Russia to cooperate with the Mekong sub-region to contribute to peace, stability, and common prosperity in the world.

Both sides supported the assurance of security and safety, freedom of navigation and aviation, to refrain from using or threatening to use force, and resolving disputes by peaceful means in accordance with the UN Charter and international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

They both supported the full implementation of the Declaration on the Conduct of Parties in the East Sea and early negotiations on a Code of Conduct of Parties in the East Sea in a practical, effective manner in line with international law.

On today’s occasion, the two sides adopted a Joint Statement on deepening their bilateral comprehensive strategic partnership.
