Natural disasters, a pandemic, and climate change are bearing upon Vietnam, while income and social gaps are widening. Mtr. Nguyen Hong Linh, Vice Chairman of the Party Central Committee's Commission for Mass Mobilization, told the Congress, An important lesson of our history, which has steered us to major successes, is that people are the center and their mastery, creativity, and resources should lead national construction and defense. The current situation and the Party’s sustainable development goals require the people to follow Party guidelines and State policies for the success of Vietnam’s industrialization and modernization.”

Nguyen Xuan Thang, President of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, said, “The documents of the 13th National Party Congress have two major focuses: Party leadership and the centrality of the people, who are the main actors and beneficiaries of development. This is how socialism should look. We aspire to be coequals with other world powers and to enjoy freedom and happiness with no one left behind. That is the inclusive, sustainable development that Vietnam is reaching for.”
