Ngoan, 19, beat Canada's Haya Jumaa in the women's 61kg kumite (freestyle fighting) event at the Karate Premier League in Leipzig, Germany.
The Leipzig league is one of the key stages of qualifying for the 2020 Olympic Games, with points earned there playing a part in the calculation of the world rankings.
