On October 30, 1949, the Standing Committee of the Central Committee of the Indochina Communist Party authorized Vietnam's military forces to help Laos organize its own system.

Vietnamese volunteer soldiers and experts have made great contributions to helping the Lao army and people win complete victory in the two resistance wars against the French and the Americans.

During the two resistance wars, tens of thousands of Vietnamese volunteer soldiers and experts sacrificed their lives there.

General Chansamone Chanyalath, Deputy Prime Minister and Minister of Defense of Laos, said, “The Lao army and people always remember and are grateful for the sacrifice of Vietnamese volunteer soldiers and experts for our cause of national liberation, and for their great contributions to our national defense and development today.”
