During a UN videoconference on Monday, Mr. Quy, Permanent Representative of Vietnam to the UN, noted that international and regional efforts over the past decade have yet to produce a satisfactory result due to a lack of trust between the parties.
He stressed the importance of confidence-building measures and called on all parties to engage in constructive dialogue.
Mr. Quy aksed them to refrain from actions that might escalate the conflict, facilitate negotiation efforts, and help Syria solve its current problems.
