European Union's High Representative for Foreign Affairs and Security Policy Federica Mogherini offered her condolences to the people of Russia from Luxembourg City, Monday, where she is attending an EU foreign ministers meeting. She stated that EU foreign ministers will have a "more precise reaction" as further details about the blast transpire. Belarusian President Alexander Lukashenko and Moldavian Prime Minister Igor Dodon expressed condolences and sympathy to the families of those killed and injured.
