(VOVworld) - The Central Council for Amnesty Consultation met on Monday to judge the dossiers of inmates nominated for amnesty this year.

Nguyen Xuan Phuc, Deputy Prime Minister and Chairman of the Central Council for Amnesty Consultation, said at the meeting that leniency and humanity were major goals of the Vietnamese Party and State in dealing with crimes in general and amnesty in particular. Since 2009, Vietnam organized 4 batches of amnesty in which 48,000 inmates were released before their jail term. The amnesty work has been carried out inline with the national program on crime prevention which have been appreciated both domestically and internationally. The rate of those returning to crime again was low, at less than 1%.
Deputy Prime Minister Phuc said the procedures to consider eligible inmates for amnesty must be serious, transparent, public, and careful in every case."In addition to scanning dossiers for amnesty according to law, we have to take into consideration post-amnesty and community integration conditions. The Government issued decree 80 intended to enhance communication to improve the awareness and responsibility of sectors, social organizations, and people, to avoid a discriminatory attitude toward the released inmates. We have to watch, educate, support, offer vocational training, and generate jobs for those released prisoners to prevent them from returning to crime. For those with especially disadvantaged conditions, we have to mobilize sectors and social organizations to help them start up businesses and stabilize their lives."
15,000 inmates are scheduled to be pardoned on National Day, September 2.
