The participants said there were various forms of mobilization but those that had been taught by President Ho Chi Minh were skillful and scientific. Associate Professor, Dr. Tran Hau, who is a member of the Consultancy Council on Science and Education in the Vietnam Fatherland Front, said scientific mass mobilization must show the great role and power of the people armed with the proper ideals: "According to President Ho Chi Minh, it is essential to match specific policies with the specific conditions and time. The leaders must listen to the different ideas of the people. President Ho Chi Minh said that mass mobilization was aimed at mobilizing all the resources of the people". 

The participants agreed that each cadre and party member should be a role model for the people to follow, to be honest and to respect honor.
