(VOVworld) – Law makers on Tuesday listened to Deputy Prime Minister Nguyen Xuan Phuc reporting on the implementation of resolutions regarding issues raised in previous National Assembly’s Q&A sessions. The reports touch upon many areas such as agriculture and rural development, culture, sports, tourism, and policies supporting the poor and social beneficiaries.

NA deputies highly praised the positive changes in instructions and management of the government and related ministries and agencies in addressing issues raised during the Q&A sessions, taking into consideration the voters’ aspirations in the decision-making process. However, there remain issues that need resolving in trade and industries, agriculture, healthcare, investment, and hydropower plants, etc… Minister of Agriculture and Rural Development Cao Duc Phat comments on land compensation for poor people living in hydro power plants project areas: "The Ministry of Agriculture and Rural Development has cooperated with the ministry of trade and industry to investigate the resettlement of people living in areas affected by hydropower plants. We have started a project to help stabilize the living conditions for these people which is expected to complete by the end of this year. On the project results, we’ll propose to the government policies to resolve difficulties and at the same time preparing revised policies related to residents’ relocation due to hydropower plants’ construction." Minister of Planning and Investment Bui Quang Minh spoke about bad debts in civil engineering: "We’ve seen now performing loans halved from 4.1 billion USD in a very short time, which is a remarkable change that reflects the tireless efforts of the government and related ministries and agencies at all levels in addressing this problem. This is attributed to the issuance of appropriate regulations that requires competent agencies not to approve projects without adequate capital sources, and strict review of projects without adequate before signing. We believe that by 2015, bad debts in civil engineering will be under control."
Deputy Prime Minister Nguyen Xuan Phuc stated specific tasks to be carried out to implement National Assembly resolutions: "Firstly, it‘s very important to devise timely laws and policies. Secondly, we need new scientific and technological solutions for development, especially in agricultural production. Thirdly, administrative disciplines must be seriously respected while close coordination among central and local levels is needed to clarify responsibilities and authorities in implementing National Assembly set targets. Another important matter should be addressed is promoting social morals and values. And lastly, competent ministries and sectors is urged to have timely measures regarding resettlement for people living nearby hydropower plants and areas prone to water discharge from these plants."
Closing the session, National Assembly Deputy Chairman Huynh Ngoc Son reiterated the significance of the 1^st discussion on the implementation of resolutions on addressing issues discussed in Q&A sessions. He said this would bring about practical results in National Assembly supervision works, contributing to improving the national laws and policies, satisfying NA deputies’ requirements and voters’ aspirations.

National Assembly Chairman Nguyen Sinh Hung opened the Q and A session on Tuesday. He said that deputies have sent 160 questions to the Prime Minister and Ministers: “The questions cover a wide range of areas but answers must be focused and include solutions. If necessary, the National Assembly will issue a resolution relating to the four Ministers joining the Q and A session.”

Minister of Agriculture and Rural Development Cao Duc Phat answers questions about structure, transition from low-yield rice cultivation, technological application and rice stockpiles: “We must review rice cultivation areas and rice farming should focus on the Red River and the Mekong River Deltas. The Ministry has issued a Circular guiding farmers in crop transition and to support them with technological application, breeding and the mechanization of farm work. This will ensure sustainable and competitive rice cultivation and better connectivity between farmers and traders. A pilot model for large scale farming in An Giang is a good example.”

The Minister said that the pilot model of large scale farming would be duplicated in other crops if it proves productive. He said high tech applications have boosted agricultural production: “The application of high tech in agricultural zones is a major policy of the Party and State. We have tried the model and expected it would stimulate agricultural growth based on high productivity. We are working with the provinces to develop high yield agricultural zones based on high technology.”

The Minister also proposed solutions to support farmers in climate change response, fisheries and new rural area development.
