A foreign citizen who has been granted a permanent residence card can acquire Vietnam citizenship if he or she has sufficient command of the Vietnamese language and has the ability to maintain a life in Vietnam which can be proved by property and legal income or guaranteed by a Vietnamese individual or organization. The decree will take effect on March 20.
