In a letter sent to the leaders of all 28 member states, Tusk said at an EU summit on Thursday and Friday that a deal was not yet certain with Britain, adding that the two sides differ on several issues.
Britain’s Prime Minister David Cameron has had a series of meetings with EU chiefs at which he asked to limit EU migrants’ access to work benefits in Britain. This request triggered anger in central and eastern Europe.
