EU budget commissioner Kristalina Georgieva told a press conference that the funds will be used "inside the European Union to improve the infrastructure to receive migrants and support the countries that are hardest hit by waves of migrants. The money will also be used to help non-EU migrants.

The same day, the EC warned that 19 EU member states, including France and Germany, face possible sanctions for failing to implement rules on handling asylum seekers coming to Europe.

EC Vice President Frans Timmermans said a common asylum system can only work if every country respects the rules.
