Delegates to a seminar in Hanoi on Tuesday discussed the draft Law, which was submitted to the National Assembly at its last meeting, and debated the law’s regulations on personal identification numbers, the issuance of these numbers, and enforcement activities. National Assembly deputies are considering combining a civil identification card database with national population statistics and using a civil identification card to replace birth certificates and household registration books for identification purposes.
