The flag raising ceremony showcases the presence of participating countries and welcomes sports delegations to the sporting event. Flag of each country was hoisted to the accompaniment of the national anthem played by Vietnam People's Army band, indicating that the great festival of regional sports has begun. It uplifts the athletes’ competitive spirit, expresses Vietnamese identity, culture and people, and provides a memorable experience for the athletes.

Each country's sports delegation to the ceremony included 31 members, corresponding to the number 31 of Sea Games together with representatives of the 10 Southeast Asian embassies in Hanoi: Thailand, Malaysia, Singapore, Indonesia, Philippines, Laos, Cambodia, Timor Lester, Brunei, and Myanmar plus host Vietnam.

Hoang Dao Cuong, Deputy Minister of Culture, Sports and Tourism, said the 31st SEA Games flag raising ceremony creates a friendly atmosphere and solidarity of countries in Southeast Asia.

“This is the second time Vietnam has hosted the Sea Games, which is both the right and obligation of the host country Vietnam to Southeast Asia. In the past two years, the COVID-19 pandemic has caused most sports events to be rescheduled, including the Sea Games. Today, the 31st Sea Games Organizing Committee is very pleased to welcome delegations in Hanoi capital city. Despite many difficulties and challenges, with the determination of the Government, encouragement of Vietnamese people and enthusiastic support of 11 Southeast Asian countries, we have more faith and determination to organize a successful and safe Sea Games,” said Mr Cuong.

Although the Sea Games will open on Thursday, competitions have started since last Friday.
