They considered access to information as fundamental civic right and human right as it created public trust in State policies, especially in international integration. Deputy Tran Ngoc Vinh represents Hai Phong city:“Information disclosure will ensure transparency and openness in the fight against corruption and miscarriage of justice. It is the key solution to the principle of people know, people do and people check. The draft law therefore should identify who is responsible for information disclosure in line with the 2013 Constitution.”
Deputy Truong Trong Nghia from Ho Chi Minh City comments:“Information recipients should include Vietnamese people and foreigners living in and outside Vietnam. Many of them have business plan in Vietnam and rely on information to make their decisions. The law should deal with information access rights of overseas Vietnamese people and those without nationality.”
