Professor Doctor Vladimir Kolotov of Russia’s Saint Petersburg National University said China’s incursion into the Truong Sa and Hoang Sa archipelagoes is raising tensions and eroding trust in the region. Dmitry Mosyakov, an expert at the Russian Oriental Research Institute said China’s act of deploying drilling rig HD-981 in Vietnamese waters is dangerous, not only raising tensions in the region, but also spoiling plans to build a China-Vietnam cooperative partnership as well as partnerships between China and other countries. The Australian Foreign Ministry called on all parties to show restraint and avoid actions that might increase tensions in the region.
