Former Israeli chief negotiator Silvan Shalom met with Palestinian negotiator Saeb Erekat several times in Europe and the Middle East in July. The Palestinian Authority proposed holding secret talks which would be publicized only when a treaty was agreed – but the borders of a future Palestinian state would have to be decided at the beginning of the talks.
