Japanese Foreign Minister Fumio Kishida criticized China, saying that the country continues to engage in large-scale landfill work and other unilateral conduct that changes the status quo and heightens tensions in the East Sea.
US Secretary of State John Kerry and Indian External Affairs Minister Sushma Swaraj agreed on the importance of resolving maritime disputes and securing the freedom of navigation and air flights in accordance with international law. They said security in the Asia Pacific must be maintained through multilateral cooperation by Japan, the US, and India.

The three ministers also agreed to launch a trilateral meeting to discuss ways to promote their countries' cooperation in humanitarian assistance and disaster-relief activities and to hold an expert meeting on building of infrastructure in South Asia and Southeast Asia.
