German government sources said the four leaders welcomed the U.S.-Russia ceasefire deal and called for immediate implementation. The leaders also agreed to act immediately to address the humanitarian crisis in Aleppo. They said halting Russian and Syrian air strikes would be the main factor in easing the current situation.
The four leaders agreed to monitor implementation of the deal, especially halting air strikes on moderate opposition groups and Syrian civilians. Russian and Syrian governments, they said, hold “a special responsibility” in these efforts.
