The law defines the management of various types of taxes and other incomes of the State budget. It also makes clear rights and obligations of taxpayers.
In the afternoon, the legislators passed the Law on Architecture, which aims to ensure sector management, professional practices and preservation of cultural identities in architectural works.
Also on Thursday, deputies discussed revisions to the Law on Securities. They still held different views on the separation of the State Securities Commission from the Ministry of Finance to increase its independence under the government, as Deputy Nguyen Thi Le Thuy from Ben Tre province put it. Thuy said: “We have seen a stable number of listed companies and mobilized capital after more than 10 years of implementing the Law on Securities. The market is expected to increase its size when legal documents are further developed. It’s time to separate state management function from service and financial intermediator to focus on mid and long-term capital mobilization beyond 71.6% of GDP currently.”
