NA debates draft law on the organization of criminal investigation agencies

(VOVworld) – National Assembly deputies discussed Friday the draft law on the organization of criminal investigation agencies.

The draft law is expected to be approved at the NA’s year-end session. It covers human rights and citizen’s rights regulated in the 2013 Constitution and judicial affairs. Lawmakers stressed the need to provide security agencies with authority to investigate terrorist crimes and crimes relating to funding for terrorists. According the draft law on the organization of criminal investigation agencies and the revised law on criminal procedure code, fisheries surveillance agencies, taxation agencies and the State Securities Commission will be assigned to conduct investigations into fisheries. But most deputies disagreed with this adjustment. To prevent and combat crimes relating to smuggling, fake goods, and infringements of intellectual property, Deputy Tran Ngoc Vinh of Hai Phong city said: “The Public Security Ministry has recently established an anti-smuggling police department specializing in tackling smugglers, fake products, and trading fraud. But there aren’t regulations on stipulation of the department’s function of investigation, proceedings, and authority for imposing administrative fines. I suggest the compiling board soon supplement these functions and mission of the anti-smuggling police department to the revised law on the organization of criminal investigation agencies. Anti-smuggling police departments should be set up in a number of key provinces and cities where smuggling, fake goods, and infringements of intellectual property are complicated.
