The law aims to ensure the effective operation of local administration and people’s rights in building and supervising the operation of the local administration. There remained differences over tasks and the authority of local authorities at different levels. The deputies stressed the need to clarify the special economic-administrative units which are stipulated by the Constitution as units of the State administration. Nguyen Thi Kim Be is a deputy from Kien Giang province: “I agree with the regulation stipulating that the local administration includes the People’s Council and People’s Committees at all administrative levels. This is in line with the 2013 Constitution. Regarding the special economic-administrative units, I agree with the report of the Standing National Assembly Committee which does not specifically stipulate the number of members, tasks and authority of the People’s Council and the People’s Committees of special economic-administrative units”.
Earlier on Monday morning, the draft law on the organization of the government was discussed. The participants asked to clarify the delegation of authority between the Central and local levels.
