National Assembly discusses 1992 Constitution revisions
(VOVworld) – The revisions to the 1992 Constitution topped the agenda of the ongoing 5th session of the 13th National Assembly on Monday. A majority of deputies agreed on maintaining the name “The Socialist Republic of Vietnam”, saying that the current name of the country does not obstruct the country’s development and integration into the wider region. The deputies also agreed on maintaining Article 4 on the Party’s leadership role due to the historical and inevitable characteristics of the Party’s leadership to Vietnam’s revolutions as well as construction and defense. Superior Buddhist monk Thich Bao Ngiem, a deputy from Hanoi, shares his view: “Buddhists support maintaining the name of the country. Regarding Article 4, we champion the idea of loyalty to the Party because thanks to the Party’s leadership, Buddhists from all over Vietnamese are united. That’s why we should keep Article 4”.
The deputies also touched upon the issue of land eviction and compensation as regulated in the 1992 Constitution. Some deputies said that the Constitution needs to clarify that land should be cleared in case of special needs regarding defense, security and national interests.

Some deputies suggested clarifying that Vietnam’s economy is a socialist-oriented market economy with multiple forms of ownership and economic sectors. All economic sectors are important components of the national economy, co-developing in the long run, cooperating and competing equally in line with the law. The legitimate properties belong to organizations, individuals, investors, producers and business people are protected by law and will not be nationalized. Phan Dinh Trac is a deputy from Nghe An province: “I agreed with the regulation stating that Vietnam’s economy is a socialist-oriented market economy with multiple forms of ownership and various economic sectors. First, the Constitution is for the long-term. Second, economic sectors change over time while we are moving towards socialism. So economic sectors can evolve and their roles can change over time”.
