The strategy aims to prevent the increasing pollution and environmental degradation, address urgent environmental problems, restore environmental quality, contain the decline of biodiversity, improve climate change response capacity, ensure environmental security, and develop models for circular, green and low-carbon economies towards achieving the sustainable development goals set for 2030.

Under the strategy, the government sets specific targets to prevent and control adverse impacts that will lead to environmental pollution and degradation.

Key and urgent environmental issues will be basically resolved; the environmental quality will be gradually improved; and natural heritage locations and ecosystems will be further preserved.

All of these processes will improve the capacity to adapt to climate change and to mitigate greenhouse gas emissions.
