(VOVWORLD) - A national conference opened in Hanoi on Thursday to discuss the resolutions adopted at the fifth plenum of the 13th Party Central Committee. President Nguyen Xuan Phuc, Prime Minister Pham Minh Chinh, NA Chairman Vuong Dinh Hue, and Standing Member of the Party Central Committee’s Secretariat Vo Van Thuong attended the meeting.

Prime Minister Pham Minh Chinh presented a report on reforming and fine-tuning institutions and policies and improving land use to realize the goal of making Vietnam a high-income, developed country.
The Prime Minister said Vietnam is building a self-reliant, proactive economy which is resilient to external shocks and is promoting active, practical international integration. He said internal strength is considered the fundamental, decisive factor while external resources play an important role. He stressed the need to strengthen economic reform by eliminating bureaucracy and subsidy, developing a multi-sectoral economy, and promoting international integration.

The Prime Minister said it’s important to restructure the economy in connection with renovating the growth model, applying science and technology, and promoting a green economy, digital economy, and circular economy. According to the PM, improving land use and management will ensure a harmony of interests for the state, the people, and businesses, and make Vietnam a country with modern industry, high-middle-income by 2030, and a high-income, developed country by 2045.
"This is a complicated, sensitive issue that concerns the past, present, and future time, religion, and ethnicity, as well as economy, society, culture, national security and international concerns. It requires thorough research, flexibility, and respect for reality. What has been proved effective in reality and received social consensus can be included in the policy while unclear issues need to be studied further," said the Prime Minister.
Head of the Party Central Committee’s Economic Commission Tran Tuan Anh reported the Party Resolution on agriculture, farmers and rural areas until 2030 with a vision to 2045. Mr. Anh highlighted solutions for improving the lives of rural people.
In his report at the conference, Deputy Prime Minister Le Minh Khai stressed the need to adopt a resolution on reforming and improving the collective economy in the new period. He said collective economy is an important economic sector which needs to be consolidated and developed in parallel with the state economic sector to sustain the national economy. He added that developing collective economy is an inevitable trend for international integration and matches the socialist-oriented market economy.
