Al Thani said there is only a stubborn policy by the blockading countries and a refusal to admit that these are illegal actions. After a meeting in Manama, Bahrain, the four Arab foreign ministers vowed to continue boycotting Qatar and not withdraw their demands on Qatar.

They said they are ready for dialogue with Qatar provided that Qatar agrees to stop funding terrorism and extremism and not interfere in other countries' foreign affairs. The four Arab states said sanctions on Qatar are national sovereignty actions in accordance with international law. Qatar filed a wide-ranging legal complaint with the World Trade Organization on Monday to challenge the trade boycott by Saudi Arabia, Bahrain and United Arab Emirates. By formally “requesting consultations” with the three countries, the first step in a trade dispute, Qatar triggered a 60-day deadline for them to settle the complaint or face litigation at the WTO and potential retaliatory trade sanctions.
