The regulation aims to create a legal foundation for fishermen’s participation in managing fishery resources, improve fishermen responsibility, minimize destructive exploitation, and avoid conflicts inside and outside the community.

It also extends an exploitation license from 12 to 60 months to reduce administrative procedures.

Phan Xuan Dung, head of the NA Committee for Science, Technology, and Environment, said: “We agree with the reform in licensing fisheries exploitation and on the need to set fishing quotas to protect, reproduce, and recover fishery resources sustainably. A license duration of 60 months as stipulated in the draft law is sufficient for investigation, evaluation, and announcement of the fishery reserve.”
