Medvedev’s statement was posted on his personal facebook page following Russian Oil and Gas Corporation Gazprom’s shift of its gas deal with Ukraine’s Naftogaz into prepaid status since Kiev had not paid its debts as pledged. Medvedev also accused Ukraine of creating a false gas crisis, saying that Russia had proposed preferential conditions that Ukraine had refused. He said Ukraine’s policy towards the gas talks eventually backfired on its economy. Ukrainian Caretaker Prime Minister Arseny Yatsenyuk ordered the National Electricity Regulatory Commission to promptly establish a tariff for the transportation of Russian gas through Ukraine’s territory.
