(VOVworld)- Russia proposed a UN Security Council draft resolution on Thursday asking Kiev to "immediately start consultations" with pro-Russian separatists on elections in their eastern Ukraine strongholds. The Russian text cites a paragraph from a February peace accord, which "provides for discussion and agreement on questions related to local elections in certain areas of the Donetsk and Lugansk regions." In another development, in response to the Ukraine’s proposal for an EU peace-keeping mission in eastern Ukraine, Russia's Permanent Representative to the United Nations Vitaly Churkin said that the Ukrainian proposal grossly violated the February agreement reached in Minsk. Denis Pusilin, representative of the self-proclaimed Donetsk People's Republic also said that deployment of any peacekeeping missions in the eastern Ukraine would be in violation of the clauses of the Minsk agreement.
