The decree was effective from Tuesday, though suspensions for flights to other venues in Egypt remain.
Last month, Russian Transport Minister Maxim Sokolov and Egyptian Civil Aviation Minister Sherif Fathy signed an agreement on resuming flights between Russia and Egypt in February.
