The Ministry’s International Organizations Department Director Pyotr Ilyichev said the Ukrainian President’s call was only meant to grab attention.
To exclude Russia from the Security Council, it would be necessary to amend the UN Charter, which would require the signatures of all permanent members of the Council, Mr. Ilyichev said, adding that Russia also has the right to veto the proposal.
