The ECHR’s decisions adopted after March 15, 2022, the date when Russia announced its exit from the Council of Europe, will not be implemented, while compensation payments pursuant to the ECHR’s regulations will be made only in rubles and only to accounts in Russian banks, according to the new law.

In addition, ECHR rulings will not be considered the basis for reviewing the decisions made by Russian courts.

Russia notified the Secretary-General of the Council of Europe (CoE) of its withdrawal under Article 7 of the organization's statute, which says that any member of the Council of Europe may withdraw its membership when there is an official announcement.
