Speaking at a summit of Asian Pacific nations in Manila, Medvedev strongly criticized the recent terrorist attacks on Russian airplanes and in Paris, saying that they were actions against human civilization. He added that despite the different views of Russia and the West, those differences should be narrowed in the fight against terrorism. Also that day, President Obama called on Russia to focus on the fight against Islamic State in Syria. He made the statement hours after Russia had concluded that the Russian plane crash in the Sinai peninsula in Egypt on October 31 was a terrorist attack and that President Putin had ordered Russian security forces to hunt down the perpetrators and increase air strikes on IS bases in Syria.
