Putin made the statement at a Valdai Club meeting in Sochi city. Putin charged that the US has escalated world conflicts instead of resolving them, adding that the US is encroaching on the sovereignty of its neighbors. Putin called the US and European Union sanctions on Russia a mistake, saying Russia will not be posturing, get offended, or ask someone for anything. He blamed the West for the conflict in Ukraine and denied accusations of trying to undermine the sovereignty of neighboring countries. He called for talks on internationally acceptable conditions for the use of force, criticizing what he portrayed as arbitrary foreign interference in internal affairs of other countries.
