(VOVworld) – South Korea has expressed regret over North Korea’s rejection of high-level talks scheduled to take place on Thursday.

The Korean unification ministry spokesman Lim Byeong-cheol said on Wednesday that Pyongyang sent a fax message to Seoul accusing it of not deterring civil organizations from scattering propaganda leaflets against Pyongyang across the border. North Korea also threatened to cancel the talks because South Korea has not tried to create a favorable environment for improving inter-Korean relations.
