The resolution focuses on resolving weaknesses in personnel work and build a contingent of officials and Party members, especially those holding managerial positions at all levels, who have firm political will, morality, responsibility, and capacity, and sound motivations. Officials must be pioneers and role models who put national and collective interests above their personal interests. They must truly be officials of the people and for the people.

The resolution stresses the need to raise the awareness of all Party members on the importance of studying and applying Marxism-Leninism and Ho Chi Minh Thoughts. It’s essential to protect the ideological foundation of the Party, review and study new models and good practices, and promote ideology in line with the Party’s reform orientation. Party members commit to improving their morality and lifestyle to prevent any sign of degradation, “self-evolution”, or “self-transformation”. Party cells at all levels should monitor the fulfillment of the commitments of their members.

The resolution asks media agencies and their overseers to promote their responsibility in preventing and combating degradation, red-tape, corruption, waste, negative phenomena, “self-evolution”, and “self-transformation”. The resolution requires leaders and Party members to improve their ideological awareness and denounce the false viewpoints and distorted arguments of hostile forces, reactionaries, opportunists, and political dissidents who went to sabotage the Party, State, and great national unity.
