The Congress is creating a direct dialogue between the Syrian government and opposition groups. Representatives from Russia, Turkey, Iran, Iraq, China, Egypt, and the UK were invited as observers.

The Russian President’s Syria envoy Alexander Lavrentiev said one of the Congress’s missions is to select candidates for Syria’s constitution drafting committee. He said the Congress will prepare a joint statement to be submitted to the UN and the international community.
