(VOVworld) – The National Assembly deputies on Wednesday continued to discuss amendments to the revised Law on Interior Waterway Traffic. Concluding the morning session, Vice Chairwoman of the National Assembly, Nguyen Thi Kim Ngan, said the National Assembly Standing Committee will collect ideas from the deputies for the amendments to the revised Law on Interior Waterway Traffic to be taken into consideration at this National Assembly session.
The participants also discussed China’s illegal deployment of oil rig Haiyang 981 in Vietnam’s exclusive economic zone as well as Vietnam’s policies and measures to address this situation.
In the afternoon, the deputies listened to presentations on revisions to the Civil Aviation Law, a proposal for a 2015 legislative programme and revisions to the Law on the Organization of the People’s Court.
Regarding plans for the 2015 legislative program, most of the deputies agreed that it was necessary to specify and prioritize laws relating to State apparatus organization. It is essential to submit at the same time the Law on the organization of the National Assembly, the Law on the organization of the Government, the Law on the Organization of the People's Procuracy, and the Law on the Organization of People's Courts to assure synchronicity among the political institutions.
Some deputies proposed to classify laws and ordinances in different categories to be systematic in the implementation of the 2013 Constitution. Tran Du Lich is a deputy from Ho Chi Minh city: "It is necessary to work out new points in the 2013 Constitution for implementation. The National Assembly must take the lead in Constitutional implementation by institutionalizing the pending issues of the Constitution. I suggest we should categorize these into different groups of issues to create laws with priorities given to those related to the organization of the State apparatus and public administration".
Regarding laws on human rights, citizens rights and responsibilities, the deputies stressed the need to collect a wide range of ideas to show greater democracy.
