If Zelensky attends, it will be his first EU visit and second visit abroad since the conflict between Russia and Ukraine began a year ago.
Last December, Zelensky visited Washington, met with President Joe Biden, and spoke to the US Congress.
At this summit, EU leaders will discuss issues relating to economy, migration, and further support for Ukraine in the current conflict.
