The Council said that the Sanctions Committee is prepared to sanction those who threaten Libya’s peace, stability, and security or who obstruct or undermine the successful completion of its political transition. It reaffirmed its strong commitment to the “sovereignty, independence, territorial integrity, and national unity” of Libya and also underlined that there can be no military solution to the current crisis. Secretary-General Ban Ki-moon strongly condemned the escalation of violence and expressed concern about recent attacks on public and civilian infrastructure. The Council protested the ongoing human rights violations and abuses in Libya, and the use of violence against civilians and civilian institutions, and of public intimidation, including of UN personnel.
