At the National Assembly’s year-end session, most legislators agreed that the current state apparatus is cumbersome and inefficient. They suggested fine-tuning laws and policies regarding state apparatus reforms, increasing inspections, downsizing state agencies, and delegating more power to local administrations.

Phung Duc Tien, a deputy for Ha Nam province, said: “We need to apply e-government as soon as possible and build an interaction mechanism between people and state administrative employees and an administrative system that serves and facilitates people. Their satisfaction should be the measure of administrative reforms in Vietnam”.    

Some deputies proposed that public non-business units should self-finance to relieve the burden on the state budget and those with poor operation should be dissolved.

Le Anh Tuan of Ha Tinh province, said: “A unit at the central level does not necessarily need a related unit at a lower level. Localities can have a different organizational structure. The government needs to reduce the number of its non-business units”.

Legislators asked ministries and localities to set criteria for evaluating personnel capacity and planning personnel.
