In the first plenary session on "New Ideas for, and New Approaches to, International Security Governance". Vietnamese Defense General Ngo Xuan Lich praised the ASEAN and China’s success in the joint efforts to approve the Declaration on Conduct of Parties in the East Sea towards negotiation for a Code of Conduct for Parties in the East Sea to maintain peace, stability, security, aviation and navigation freedom in one of the most important sea routes for international trade. He affirmed Vietnam’s active role and responsibility for regional and international issues for security and development. Vietnam aims to resolve the East Sea dispute peacefully and abide by international law, including the United Nations Convention on the Law of the Sea (UNCLOS) 1982 as well as agreement between the two countries’ leaders, not resort to threat or use of force, but only dialogues and other peaceful means to contain existing differences for peace and stability in the Asia Pacific.
