A spokesman for the Vietnamese Foreign Ministry, Le Hai Binh, told the press on Saturday that the ban violates Vietnam's sovereignty over Hoang Sa (Paracel) archipelago, its sovereign rights, and jurisdiction over its exclusive economic zone and continental shelf under the 1982 United Nations Convention on the Law of the Sea, for which Vietnam has all sufficient back-up legal and historical grounds. The people’s municipal administration of Haikou in Hainan has imposed the annual ban in northern part of the East Sea, from 12 degrees north to the crossline of the eaters between Guangdong and Fujian provinces during May 16 to August 1, 2015.
