Participants said that minority people have lower than average access to basic social services. Their per capita income is just 30% of the national average. Minority groups comprise 14% of Vietnam’s population but 57% of its poor. Participants proposed a project to boost socio-economic development in ethnic minority, mountain, and underprivileged areas in the 2021-2025 period.
Minister of Labor, Invalids, and Social Affairs Dao Ngoc Dung told the conference: “We should clarify that this is a project to seek proper investment not incentives, which we already have to improve people’s livelihoods in specific regions. I personally think the project is necessary to lure investment in social welfare.”
Do Van Chien, Minister and Chairman of the State Committee for Ethnic Minority Affairs, said the drafting board is collecting opinions from the Ministry of Labor, Invalids, and Social Affairs to finalize the project and submit it to the National Assembly.
