At the ceremony, the delegates offered incense, dropped garlands and memorial offerings, expressing deep gratitude and appreciation for the noble sacrifice of the heroic martyrs who died in the sea of Vung Ro. The delegates also offered incense and visited the historical site of Vung Ro Wharf.

Vung Ro Bay is known for being associated with the legendary Ho Chi Minh trail at sea. Between November 1964 and January 1965, it received four no-number-plate ships that were secretly unloaded hundreds of tons of weapons, food and medical supplies from the north to the southern front.

On February 16, 1965, a no-number-plate ship, carrying 63 tons of weapons and 17 officers and soldiers, safely docked but was unfortunately detected by the enemy. In the critical situation, the entire crew and local guerrillas fought to their last breath, maintaining secrecy and protecting the supplies.
