(VOVWORLD) - The 15th National Assembly convened its 9th extraordinary session on Wednesday in Hanoi to discuss urgent issues concerning restructuring the apparatus to meet the needs of the new era. Other topics on the agenda include removing obstacles to national socio-economic development and creating mechanisms and policies for major projects.

The National Assembly’s extraordinary session aims to quickly institutionalize Party resolutions and decide key issues to create conditions for the country for the new era of national rise.
Ensuring agencies operate effectively and efficiently
At this session, National Assembly deputies will discuss the revised Law on Government Organization, the revised Law on Organization of Local Government, the revised Law on Organization of the National Assembly, and the revised Law on Promulgation of Legal Documents.
Amending these laws aims to create a legal framework for streamlining the apparatus of the National Assembly, the Government, and local administrations to ensure that they operate effectively and efficiently in the new period. The National Assembly will also consider 5 draft resolutions on restructuring the National Assembly and Government.
The revisions to Law on Government Organization and the revised Law on Local Government Organization aim to decentralize power between the Government and local administrations. This is an urgent requirement that has been frequently mentioned recently.
Nguyen Truong Giang, Deputy Secretary General and Deputy Chairman of the National Assembly's Law Committee, said: “With the spirit of innovation and clear accountability, the revised Law on Government Organization and the revised Law on Local Government Organization clearly outline the principles of decentralization and delegation of authority. These laws specify the conditions for decentralization and the responsibilities of each entity involved, including the Government, the Prime Minister, Ministers, and heads of sectors.”
The amendment and approval of the revised Law on Promulgation of Legal Documents will create a legal framework for compiling and enforcing legal documents, said Mr. Giang.
“The revisions to the Law on Promulgation of Legal Documents aim to institutionalize innovative thinking in law-making and streamlining the legal document system. With the goal of simplifying the promulgation process, the revised Law has eliminated 58% of the articles. I hope that during this extraordinary session, National Assembly deputies and relevant agencies will propose further refinement of the Law on the Promulgation of Legal Documents to ensure that we have an effective legal framework that supports national socio-economic development and other objectives,” said Giang.
Unlocking resources
Socio-economic development issues to be considered and decided at this extraordinary session include the supplementary project on socio-economic development in 2025 with a growth target of 8% or more; the investment policy of the Lao Cai-Hanoi-Hai Phong railway project; specific mechanisms and policies to develop the urban railway network in Hanoi and Ho Chi Minh City until 2035; a resolution on pilot policies to remove obstacles in science, technology and innovation activities; and guidelines and specific mechanisms for the construction of nuclear power plants in Ninh Thuan province.
Giang said: “At this session the Government will present to the National Assembly a proposal aimed at achieving economic growth of 8% or more. The proposal outlines various solutions, including solutions related to policy, public investment, science, technology, and human resources. A key task is ensuring a sufficient energy supply for the Ninh Thuan nuclear power plant project. To accelerate the development of nuclear power, appropriate mechanisms and policies are essential. Urban transportation in Hanoi and Ho Chi Minh City remains a bottleneck. To foster economic growth, prioritizing the rapid development of urban rail systems and public transportation is crucial, along with policies for finance and investment.”
The 9th extraordinary session of the 15th National Assembly is expected to address these issues and respond to the people's aspirations, thereby creating the necessary conditions and foundations for Vietnam in the new era.
