(VOVWORLD) - The 15th National Assembly convened its 9th extraordinary session in Hanoi on Wednesday. General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly deputies attended the session which is broadcast live on radio and television for voters and the public nationwide.

In his opening remarks, National Assembly Chairman Tran Thanh Man emphasized the critical importance of this extraordinary session.
National Assembly Chairman Tran Thanh Man said: "This session holds great significance as we urgently deliberate and decide on urgent matters related to streamlining the apparatus to align with the country’s high demands in the new era which has garnered strong consensus and support from Party members and the public. It will lay the groundwork for personnel preparation for the 14th National Party Congress, and the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term."
Man added: "Additionally, the National Assembly will work to promptly address institutional and policy obstacles, unlocking breakthroughs in infrastructure development, resource mobilization, and expansion of new growth opportunities to ensuring the successful implementation of the goals set by the 13th National Party Congress."

From February 12 to 19, the National Assembly will consider and approve numerous draft laws and resolutions related to restructuring the National Assembly and Government apparatus. These fundamental legal documents will realize the Party Central Committee guidelines and resolutions on political system reform toward streamlining, effectiveness and efficiency, ensuring that restructured agencies, organizations, and units operate more effectively and efficiently, truly ‘upgraded, with higher quality and greater effectiveness.
The National Assembly will pass resolutions to address pressing socio-economic challenges and implement specific policies for major national projects, including the Supplementary Project for Socio-economic Development in 2025 with a targeted growth rate of 8% or higher, the investment policy for the Lao Cai – Hanoi – Hai Phong railway project, a resolution on piloting policies to resolve obstacles in science, technology, and innovation, as well as policies for the construction of nuclear power plants in Ninh Thuan.
The session will also address key personnel appointments under the National Assembly’s authority.
