The Syrian Observatory for Human Rights said the death toll was expected to rise due to the large number of people who suffered serious injuries, and that at least one child was among the dead. Activists from the Syrian Revolution General Commission network said the blast took place in the market area of Darkush, which is under rebel control.
The International Red Cross reported that its three aid workers who were kidnapped in Syria on Sunday have been released. No organization has claimed responsibility for the kidnapping. In another development, US Secretary of State John Kerry called Monday for a peace conference on Syria "very soon" but said peace would not be possible without a transition government to replace President Bashar al-Assad.
