(VOVWORLD) - Minister of Home Affairs Pham Thi Thanh Tra on Friday called for fine-tuning the legal and institutional system and adopting evaluation-via-specific-products method as she addressed National Assembly deputies' questions on the evaluation of civil servants.

Tra said that the current overall assessment is not based on job performance results and is no longer relevant.
“We must finalize the determination of job positions and capacity frameworks, which serve as a basis to evaluate the quality civil servants according to their job positions. Managers of sectors and localities must base on the general regulations of the Party and the Government to arrange and evaluate cadres and civil servants fairly, democratically, and accurately. It is the basis and motivation for cadres and civil servants to fulfill their tasks,” she said.

Minister Tra stressed efforts to downsize the payrolls of those who are paid by the state budget, saying that 2021 marked the first time Vietnam exceeded the target of reducing 10% civil servants set by the Politburo Resolution in 2015.
By the end of last year, the payroll of civil servants decreased by 10%; non-business payroll decreased by 11.6%; commune-level cadres and civil servants decreased by 8.9%; the number of people working part-time at commune, village and residential unit levels decreased by 49% compared to 2015.
In the three years of 2019, 2020, and 2021, the downsizing of the payroll has saved the State budget more than 1 billion USD and this resource will be used for salary policy reform and salary increase for workers.
The Government will continue to restructure the contingent of cadres, civil servants and public employees to improve the lives of those who receive state budget salaries, the Minister said.
